Five members of the public
Before the Parish Council meeting Tracy Baxter from Breckland Council spoke about the problem of Anti-Social behaviour and how to recognise and deal with it. She defined 'Anti-social Behaviour' as that which that causes alarm, distress or intimidation and this often depends on personal perceptions. Breckland Council in partnership with the Police and Housing Associations can help provide solutions for people who find their quality of life degraded by such behaviour. Theses agencies must first have reliable evidence to be able to act and urged that any incidents be recorded and reported to the Police or to her at Breckalnd Council. Once identified 'culprits' can be approached and attempts made to moderate the situation, in some cases this happens through 'Acceptable Behavior Contracts'. In serious cases where conciliation fails warning notices and eventually 'Anti-social Behaviour Orders' can be obtained, these can affect tenancy rights and in very rare cases lead to criminal proceedings.
1) Apologies
An apology and resignation letter was received from Carol
Hilton, clerk will advertise the vacancy in the 'Church &
Village' and on notice boards and the website.
2) Declarations of Interest: Tim Angell declared
an interest in item 8 i).
3) Minutes of the meeting held on the 19th of September
were agreed and signed.
4) Reports:
i) Mike Oldfield reported on the LDF briefing session at Attleborough
on 20th October attended by himself, Mark Sheard and the Clerk
at which Brekland Council stated that it was unlikely that any
significant housing developments would be considered in 'Conservation
Villages' over the next ten years.
ii) Clerk reported that queries regarding the External Audit has
be successfully answered.
iii) The Annual rent of £150 for Long Meadow had been received.
iv) Both the Website and Processes workgroups had met since the
last meeting.
5) Dog Fouling: Council agreed to proposed sites
for dog fouling signs and approved contract for erection of post
at a cost of £210 - Clerk to Action.
6) Village Appraisal: Council approved publication
of this document and asked Clerk to investigate funding and find
a suitable printer. It was agreed that the Appraisal will be distributed
by members of the Council.
7) Use of School Tennis Courts - council approved
setting up of Litcham Parish Tennis Club and appointed Simon Berry
as Club Secretary. The club will run for a trial period of six
months from Easter next year.
8) Litcham Common:
i) It was agreed to donate £200 to the Litcham Common
Conservation Group to help pay for insurance and replacement equipment
such as gloves and saw blades.
ii) The Parish Council agreed in principle to the introduction
of grazing on Litcham Common and understands that this will necessitate
the installation of cattle grids on the Dunham Rd. It asked Cllr.
Angell to ask the Management Committee to keep both the Council
and Local residents well informed of progress in this matter.
9) Jubilee Hall Trust
i) The Council objected to the wording of Paragraph B (OBJECTS)
of the Trust deed and asked that the words 'which do not conflict
with Orthodox Christian beliefs' be removed. Clerk to inform
Jonathan Boston
ii) The Council proposed Mark Sheard and Diana Collen as Trustees.
10) Planning.
i) The Council raised no objection to planning application 3PL/2005/1605/EU;
change of use of land behind Bramley, Weasenham Rd.
ii) Clerk reported that Planning Application 3PL/2005/1333/F (rear
of 'Cedarville, Front Street.) had been passed by Breckland Council
on the 14th November.
11) Financial Business:
Budget for 2005-2006 was discussed it was decided that there
would be no increase in the Precept for 2006-2007. Clerk will
request a precept of £7500 for 2006-7 from Breckland Council.
Payments:
iii) 2 payments to E-on Electricity of £37.72p.
iv) £200 to Litcham Entertainment Group, (approved at meeting
of 18th April).
v) Norfolk County Services - £353.94 for Graveyard Maintenance
September & October.
vi) T.T. Jones for Streetlight repair & maintenance £320.77
vii) A donation of £50 to Citizens Advice Bureau from section
137 funds.
viii) £100 to Primary School for Trafalgar Art project.
ix) It was suggested that the Internal Auditor's fee of £100
be donated to the Primary School; Clerk will check with Internal
Auditor and make payment if approved.
x) The request from Tittleshall Bowls Club for donation towards
cost of a specialist lawnmower will be considered in January.
xi) A request for £25 to purchase a Homewatch sign for Lexham
Rd. was approved.
5) Correspondence was considered from the following:
i) A letter from Litcham Youth Club re:vacant land in Litcham
was discussed with Chris Read, Chairman of the Youth Club. Some
useful suggestions were made and Chris will follow these up.
ii) NCC Local Democracy, involving young people. Clerk to invite
a NCC representative to a future meeting.
iii) Breckland District Council - Open Space Audit/Norfolk Matters/Norfolk
Minerals
iv) Waste Development Framework/Standards Committee Agenda 8/11.
v) L.D.F. Core Policies Consultation Docs - response required
by December 12th. Clerk will assimilate responses from councilors
and pass them on to Breckland.
vi) BT re: microwave link for Litcham Primary School, this was
discussed and the Council were somewhat puzzled as to it's necessity.
vii) NCAPTC - Newsletter & annual report.
viii) Brisley Parish Council regarding signage on B1145. Clerk
will investigate this matter before next meeting.
13) Council Meetings in 2006/7 were scheduled for
January 16th, February 20th, March 20th, April 24th (Annual
Parish Meeting), May 15th (AGM), June 19th, July
17th, September 18th, October 16th, November 20th (Budget)
and December 18th.
14) Items for the next agenda
i) Donation to Tittleshall Bowls Club
ii) Renewal of Long Meadow lease.
iii) Purchase of Photocopier.
15) Next Meeting: 7.30pm Monday 16th January.
