Minutes of the Meeting of Litcham Parish Council held on Monday 2nd June  2008, in The Jubilee Hall at 7.30 p.m.

1.     Apologies for Absence.   
    An Apology for Absence had been received from Councillor Payne and this was accepted.

2.    Declaration of Interest.   There were no declarations of interest.

3.    Minutes of the Previous Meeting.
    The minutes of the meeting held on 6 May 2008 having been circulated were approved and signed.

4.    Matters to Report.
    4.1    Registering of the Green.
        Two copies had been returned.
    4.2    Removal of the telephone box at Weasenham road.
        No objection was raised to the proposed removal provided the area is reinstated correctly.
    4.3    Volunteers for Speed Watch.
        No volunteers had come forward but Councillor Carter wished to volunteer. 
    4.4    Use of the Children’s Centre for Parish Council Meetings.
        The Children’s centre had no suitable accommodation and it was agreed to try the High School.
    4.5    Street Lighting on Manor Drive.
        The clerk had received a communication from the Safer Neighbourhoods Team regarding street lighting on Manor Drive and it was agreed to contact them to ascertain the exact reasons for the request.
   
5.    Planning.
    5.1     Applications.
        5.1.1    3PL/2008/0150/LB-12 Church Street-alterations to shop front.
        NO OBJECTION.
        All were in favour.

    5.2    Decisions.
        The following decisions were noted
        5.2.1    3PL/2008/0213/LB-Corner Stores Mileham Road    Permission
        5.2.2    3PL/2008/0464/F-Land adjacent to 19 Wellingham Road    Permission

    5.3    Enforcements.
        5.3.1    7 Lexham Road.
        No further action is to be taken as Breckland Council state that there is no sign of extensive business use to warrant the service of a formal notice. The situation is to be carefully monitored by the Parish Council.
        5.3.2    23 Church Street.
        The lean-to constructed may benefit from planning permission as this is in a conservation area and the occupier is to contact Breckland Council.
    5.4    Meeting with Breckland Council on the LDF.
        This was confirmed as 18 June at 7.30p.m. at The Jubilee Hall.
                   
6.    Correspondence for circulation.
    The following correspondence had been received and would be circulated.   
    6.1    Breckland Local Government review
    6.2    West Norfolk Local Government review
    6.3    The Playing Field
    6.4    Breckland Agendas
    6.5    LAG Minutes agenda and statistics

7.    Highways
    7.1    Parking at the Post Office.   
        The letter from Norfolk County Council had been circulated and the decision by the
        highways engineer not to allow bollards was noted. However in the letter he states
        that ways of emphasising the existing markings could be possible and this is to be
        clarified as to what is possible.
    7.2    General.
        The following are to be reported to Norfolk County Council:-
        1.Two potholes on Druids Lane/Rectory Meadow and the pothole on Lexham
        Road again. 
        2.Whether the road edge on Dereham Road can be improved. The path at
        Litcham Hall had still not been improved.

        The owner of Holly Cottage on Dereham Road is to be requested to trim the hedge
        abutting the road.
    7.3    Ditch on Church Street.
        Confirmation is still awaited from Norfolk County Council on the ownership of the
        Ditch.
         
8.    Finance.
    8.1    The budget sheets had been circulated and these were approved.

    8.3    Street Lighting Maintenance.
        The company were unwilling to reduce their price for paying once per annum.
    8.4    Open Space Society Green Alert Campaign.
        It was agreed not to donate to this.
       
9.    Heritage Map.
    The response from Norfolk County Council had been circulated and it was agreed to  await any changes to the settlement boundary and conservation area in the new LDF until agreeing to renew the map. In the mean time further investigation is to be made as to who could construct a new map.

10.    Litcham Relief in Need Charity.
    Councillor Holland proposed and Councillor Carter seconded the resolution that Vince
    Piffero be the second Parish Council appointed trustee on the Charity to replace Mr  Green.
    All were in favour.
   
11.    Clerk’s Corner. Nothing at this meeting.   

12.    Matters for the next meeting.

    This was confirmed as Monday 7th July 2008 at 1930 to be held at The Jubilee Hall, Litcham.
